[SOLD OUT] STUDY TOUR 1:
A Tale of Two Cities: Adelaide Hills

Wednesday 24th May 2023 | 8.45am – 4.00pm
(Please be at Adelaide Convention Centre by 8.15am - 8.30am to register
as tour will depart at 8.45am)

$110 per person

This tour will take delegates to the picturesque Adelaide Hills for a uniquely local introduction to the region. Two neighbouring local governments administer the majority of this peri-urban region with distinctly polarising planning environments.

In 2010 the township of Mount Barker was rezoned paving the way for it to become South Australia’s second largest City. Just over 12 years since the rezoning, it has become South Australia’s fastest growing LGA with its population set to over double by 2036.

On the other hand, the adjoining Adelaide Hills Council is navigating its future within South Australia’s recently legislated urban growth boundary, designed to protect prime agricultural land to support investment in agri-business and rural diversification, while limiting residential growth to existing townships.

Planning Managers from both local governments will set the context for the day with a light-hearted presentation entitled ‘A Tale of Two Cities’. We will then visit sites within both jurisdictions, explore the State Heritage town of Hahndorf (Australia’s oldest surviving German settlement), socialise over lunch, before our final stop at the Mount Lofty lookout to take in the view across Kaurna Country (the Adelaide Plains) from the hills to the city and sea.

STUDY TOUR 2:
Coastline and Climate Change
Port Adelaide - Glenelg

Wednesday 24th May 2023 | 8.45am – 4.00pm
(Please be at Adelaide Convention Centre by 8.15am - 8.30am to register as coach will depart at 8.45am)

$110 per person

Adelaide’s north-west and metropolitan coastline is Kaurna country and includes historic Port Adelaide and coastal suburbs extending south to Glenelg. This area of Adelaide is regenerating with more people, development and investment whilst being subject to ongoing climate risks.

The Port Adelaide region is evolving into a destination for more people to visit, live and work. The town centre and waterfront is transforming from a historic shipping and industrial harbour to a contemporary mixed-use urban area. The surrounding region is home to national defence investment for naval purposes, undergirding the Port Adelaide and state economy. This growing shipbuilding precinct is bringing businesses, their workers and visitors to the area and attracting national attention.

The Port Adelaide Centre has been a State Heritage Area since 1982, arising from its significant history and concentration of colonial architecture. Restoration and activation of the many heritage buildings include the Port Admiral Hotel, former Dalgety's Wool Store - now Pirate Life Brewery, and former Marine and Harbours which is being repurposed into a boutique hotel. The Port Centre hosts many cultural activities and events at the former Hart’s Mill and Dock 2, home to the world’s oldest clipper ship that serviced between Adelaide and the United Kingdom in the 1860’s, which is to become the Historical Maritime Precinct.

Coastal hazards, acid sulphate soils, local biodiversity and increasing housing choice – including social and affordable housing - require careful planning.

The coastline from Port Adelaide to Glenelg is a key lifestyle destination for the growing Adelaide population, however, climate hazards are impacting how this is planned and managed. This includes the beach itself – the development of Adelaide’s coast park to extend the length of the metropolitan coastline and the lake at West Lakes.

Join us to discover how Port Adelaide and coastal areas are regenerating for a contemporary and liveable future, how existing suburbs are accommodating greater numbers of people and how climate risks are being managed.

[SOLD OUT] STUDY TOUR 4:
Innovative Housing and High-Tech Industry Precincts - Bowden and Tonsley

Wednesday 24th May 2023 | 8.45am – 4.00pm
(Please be at Adelaide Convention Centre by 8.15am - 8.30am to register as tour will depart at 8.45am)
*Please note tour will be by tram to Bowden and joining a coach at lunch time for the afternoon section*

$110 per person

Adelaide has many great examples of master-planned contemporary housing and high-tech industry areas. This tour will look at two award-winning precincts Bowden and Tonsley, that have been developed in Adelaide due to government leadership as well as a change of industry and market demand.

The tour will begin in the morning with a tram trip from North Terrace to Bowden, South Australia’s first high-density urban infill project located 2.5 kilometres from Adelaide’s CBD. This tour will look at how the Bowden site has been revitalised from a vacant industrial estate to a vibrant green inner-city village that has incorporated leading design principles covering road and park design, lot sizes, built form design guidelines and a Design Review Panel to achieve high-quality outcomes. Place-making principles drove retention of central buildings to form a ‘community heart’ and on-going community engagement have led to retention of local culture and heritage, making Bowden commercially popular in the apartment and other markets. It’s a walking and cycling-friendly urban neighbourhood that also provides energy-efficient housing and affordable housing to foster a strong and diverse community. New development continues at Bowden with the recent development of Nightingale Bowden, an affordable housing project developed through a partnership between Housing Choices SA, Nightingale Housing, Renewal SA and SA Housing Authority and the redevelopment of the former Gasworks site being delivered in the coming years.

After walking around Bowden, we will head 20 minutes south of Adelaide’s CBD to visit the Tonsley Innovation District, which was formerly Adelaide’s Mitsubishi car factory. This redevelopment has transformed the site, adapting the mighty MAB (Main Assembly Building) to bring together leading-edge research and education institutions with established businesses and start-ups, as well as government and the wider community. The 61-hectare site is located 10 km south of Adelaide and recognised globally for successfully applying the Innovation District Model and creating a space that facilitates and fosters business and research collaborations. Tonsley is a mixed-use district, with an adjoining new housing development showcasing the future of work, live and play, bringing together high value manufacturing alongside attractive urban living. Future retail developments will provide a full suite of amenities including retail and wellbeing facilities and dining options for those who live and work in the precinct, and a new hotel providing accommodation for visitors opening end of 2022.

These two distinct developments will have delegates thinking about how revitalised and transformed sites can invigorate economies, communities and drive sustainable and innovative development. A clear vision and agreed plan, good public transport links and partnering with substantial up-front public investment have made these flagship projects in Adelaide successful.

(Please be at Adelaide Convention Centre by 8.00am - 8.15am as coach will depart at 8.30am)

After a trip to Gawler, the study tour kicks off with a heritage tour through Gawler. Gawler has a long and rich heritage beginning with the Kaurna people, who are recognised as the Town’s original inhabitants. Following European Settlement, the Town of Gawler became South Australia’s first regional settlement. Gawler’s rich history is evident through its built and natural form including its striking architecture, heritage collections, natural riverine environments, large areas of open space and traditional ‘mainstreet’. Opportunity to view and hear of the challenges for the refurbishment of the Gawler Civic Centre and Town Hall.

Following the tour we make our way to the Jacob’s Creek for lunch. Along the way, learn about the challenges facing the world-renowned Barossa Valley wine region from water security to market trends, and demands from the food, wine and tourism sector. Learn also of the Barossa Character Preservation District and how it influences decision making, and how the various Growth Areas (Roseworthy, Concordia and Gawler East) will impact the region.

Our final stop is at Springwood (Gawler East) where growth, infrastructure challenges, delivering water sensitive urban design and the real world tasks of delivering greenfield housing on sloping land is being addressed. The assessment manager for Council will share his experiences of the changes with the South Australian Planning System and the negotiations and skills required for planners in the field today dealing with developers, market forces and the development industry.
